No. I believe this is more of a "nurture" problem.

Why are teens so rude? I presume the OP is referring to teens in America? I can't speak for any other countries, but I believe bELyVIS put it correctly:

Yet, completely opposite situation with my sister, who frequently screams and behaves innapropiately.

If anything, I'd say it's largely the fault of parents who are unable to take care of their children properly.
