No. In fact it's about being completely different to the rest of society. Gals created the fashion because they felt that they were different to society and wanted to express this in their own unique way.
And it is only Ganguro that actually translates to 'blackface' but people need to remember it is a literal translation.

Kogal is just a Gal who is at school and chooses to go against her peers expectations and hinder her skin/hair tone. 'Having the best' applies to all Gyaru's.
