You can be anything you want, regardless of nationality... But whether you`ll be successful is a completely different question.
Being a manga artist is no different from being any other kind of artist. If you have talent and market appeal, you have a slim chance of making it. It isn`t the type of job you walk in and apply for.

Three words:
TALENT
TALENT
TALENT.

from what i understand. talent is the main thing like MMM said. but i'm sure there is an aspect of choosing japanese artists over foreign ones. Best way would be the same for any job/position - have work that appeals to the director/ someone working for a manga issue.

Probably it hasn't been translated into Japanese. I just googled that actually, and nope, it hasn't. Also, to be honest, the selling point of a western manga-ka in Japan is just that; they're western. So to try and sell a story about Japan, written by a foreigner, IN Japan is kind of a flawed premise.

One of my good friends is a successful comic artist in the manga style: Tavi

tavi

She and I have been friends since the nineties, and I am blessed to call her an outstanding confidante and advisor. She is married to Rikki Simons, better known as none other than the voice of Gir from Invader Zim! I have also been friends with him since before he became Gir. They are both down to earth people who have not let celebrity status go to their heads.

Quick, quick, buy Tavi sketches! You know you want to!

Being a foreign manga artist in Japan will probably take a lot of time and hard work though. You'll need a good job first to support yourself living in Japan whiles you start to create your own manga.
