It's a very touchy subject. What you see in California may baffle you but that's what the Hmongs have been doing over 1,000 years. They used to move around by walking. Now they still move around using what is available, which are the airplane, cars, trains, etc. They are left alone because that's how they want to be treated. They have their own beliefs and they will not assimilate into the culture of any place that they happen to be in at a given time. I don't think they will stop migrating in our life time. To them, living means migrating.
