Because the rest of the world don't want to admit that North Korea has an isolationist domestic policy. And they have too much hope that North Korea will be democratic and such.

At the end, they just look North Korea too differently from the political reality.

But it's way better than having a confronting attitude towards North Korea. The North Korean government has taken the route that it will never apologize to its own atrocity and bad deeds. What can the world do about this? It's a sad reality. The die is already cast anyways.
