In general terms yes, but what constitutes "a better place" may not be the same. I see unilateral American disarmament at a time when rogue nations are acquiring nuclear weapons, appeasement of evil, apology tours, socialist policies that are ruining our economy and taking away our freedoms, and retreat from the global war on terrorists to be making the world a worse place, not better, but that's exactly the kind of stuff this award was meant to encourage...
