It is true that more younger generations move to the city, so when old folks die there is really no one to replace them in their home. Japan has a reputation for tiny homes, but that is really just in urban and suburban areas. I have been to homes in the country that are as big as castles with entire wings that go unused. So this is plausible to me, thought 10,000 a month seems rather cheap.
