the small tsu stands for something diffrent than the sound "tsu" i forget what it is though.... i should know this... i think it is a pause or holding the sound out for a moment when saying it.. not sure though...

I think it shortens or you hold the sound that is after it =S
Like jettoko-suta- (ジェットコースター) or kakkouii (っこういい)
